same prohibitions enforced within the various Concessions
and Municipal Extensions within a limit of time, which
prohibition accordingly the Customs Taotal formally applies
for,
thus setting a precedent for assuming that rules
must be enforced within Foreign Concessions which the Chin-
ese Authorities choose to impose outside them.
I propose to reply to the Thotal that no establish-
monts for the sale of opium or for the smoking of it exist
within the limits of the British Concession or "unicipal
Extensions.
I hear that it is considered to be impracticable to
carry out the order to close the Divans within the very
brief delay indicated by the Viceroy.
